If Hammer's 3x1 knocks out Johnson's 2x4 (Maybe a greater intimidation attempt than Johnson could pull off?), that leaves both feds open to second-stage hits from my two CON sets. They're both "Suckered" and are out of the conflict.

Maybe the feds aren't suckered, but maybe every other officer at the scene thinks that they aren't real feds now either. You could play it that way.
