Hammer gets a 3x1 TERROR
Johnson 1 gets a 2x4 TERROR
Trojan gets a 2x2 and a 2x1, both CON

If Hammer's 3x1 knocks out Johnson's 2x4 (Maybe a greater intimidation attempt than Johnson could pull off?), that leaves both feds open to second-stage hits from my two CON sets. They're both "Suckered" and are out of the conflict.

Maybe the feds aren't suckered, but maybe every other officer at the scene thinks that they aren't real feds now either. You could play it that way.

As I eluded to in the IC thread, I'd say they were placed "out of their element" which is pretty much just a dishonorable and idiotic as "suckered." At any rate, you guys definitely won that scene.

There's still two. Consider any bad guys as just the Opposition and you have to score a 1st AND 2nd degree effect on them.

Also, you're on a freeway, so there aren't any traffic lights/intersections. Maybe there is an accident up ahead which could cause trouble.
