i.e.
Jess will be arriving at the plaza at Vercetti's normal breakfast dining time. Jess will distract Vercetti and his goons while Ayumi sneaks up and slits his throat.

As I said, poisoning sounds the most promising. My plan:
Jess is on hot standby in the cafe. As soon as Tommy orders something, Jess intercepts the waiter ("I'll carry that"), uses her legendary 4 levels of Sleight of Hand (I knew they'd be useful some time!) to slip the poison into the coffee, then sets the beverage down in front of Tommy. Assuming that the bodyguards will be too flustered by Jessica's obscene charisma score, of course...
Have Ayumi on stand-by to flip out and kill suff if it screws up.

I should also point out that there are no roads per se within the city of Venice, only canals. There is a road leading from the mainland, but it dead ends and loops back shortly after getting to Venice.
And yes, I know the Mustang has the Proteus package but I didn't think you'd want to tip your hand right from the beginning.

Okay, so I think Ayumi should just grab a table near Vercetti, preferably within 30 feet so that, in case the coffee doesn't do the trick, she can just shoot him in the head.
Did you post a link about the layout or anything? Is it on the water?
Hmm, a layout probably would be a good thing. I'll throw something together, scan it, then mail it to you for some FTP goodness.
If things resort to a shoot-out, there'll be plenty of dead guards for Jess to grab guns from, so you might as well hand over that pistol.
