Sorry, I read "Taurus Revolver" and immediately thought ".454 Casul"
Now I don't want to toot my own horn here, but as you can see, a character with a decent Dexterity score can be very, very effective as revolver sniper.

You get a surprise bonus, so that will offset some of the attack penalties.
