Jess has the First Aid skill, but she'll need supplies. I'll bet that there's first aid kits in the police cruisers.

Also, that cop's firing at the underbrush. Either he's confused, or her knows more than we do.

Okay, weapons check:

Clearly, we're not going to be taking on the helicopter. That means we should either make a break or wait for cavalry. Oh, speaking of which...

The cop probably saw a muzzle flash. He's alot closer to the shooters and wasn't doing cover fire or rescuing downed agents. :)

With the cops now on the scene, the sides should be a little more even.

y'know, the more I think about it, the more Carla reminds me of Jesse "the governor" ventura in Predator, at least in the "I ain't got time to bleed." aspect.
