I think the Asian Pacific Rim would be the best choice. It's a hotspot that every major player on the global scene has a big interest in, is a mix of both cutting-edge high tech and the bottom of the low-tech ladder, is an epicenter for terrorism and national conflict, one of the few places on Earth with a rogue nuclear power that's crazy enough to use them, and has one of the largest disaster areas on the planet, thanks to one very large wave.
We can be low-tech and still go up against the high tech baddies. We just have to be smart about it and occasionally get jobs with people who have the cool toys that we can "borrow".
I do like the premise of southeast Asian sea pirates and having some hard boiled characters. If you exclude the Korea Bonus Mission, we haven't done Asia at all.
We take the game down a few notches. Less skills, no top-secret gear, street-level missions. With the right city, it can still have the same intrigue and intensity. The stakes for the whole world won't be as high, but the personal stakes can be a lot higher. After all, who cares about saving the world when the rent depends on you pulling this job off?
I think that Las Vegas would be a perfect place to do this. Busting cheat teams that have more muscle than average, maybe running a few cheats and cons of their own, solving some of the more unique and difficult problems that Sin City has to offer for both the police and the casinos, as well as helping with the same problems that every metro area has (gangs, drugs).
I know it's a different idea, but I thought I'd throw it out there.
Actually, I was trying to figure out a way to make Vegas work, since I really love that city. Also, UA's more of a high weirdness system, and I don't think we need unspeakable creatures and wayward magic in Spycraft.
Not to step on ADS' toes with regard to his Heroes?, I almost want to run the next game a bit more pulpish and less spyish. Sort of a Venture Brothers meets old-school James Bond.
I'd also like to keep the player count at/below six. I think one of the biggest problems was having enough for everyone to do without the storyline becoming bogged down with too much subplotting.
It probably goes without saying that I would like to be one of the 6 in Savage SnS, but I realize that existing players will probably get first shot at the slots. Oh well.

MERCS INC. has been updated on the Wiki. I decided to go with Las Vegas as the setting since every liked the scene in the past and it's got a multitude of Pulp.It also has the prospect of still having alot of international types as the jet-set love to visit Las Vegas.

In lieu of the overwhelming support, it's probably better to have to many than too few players. We'll have to work the game ala CSI with two teams perhaps working on a common goal but independent of eachother. The fact that we are going to stick to one city will dramatically help. No more gallivanting across the globe, maybe a trip to L.A. or such but nothing that requires jet aircraft.
Clayton "Clay" Ruddeck always wanted to help people. He's currently in the business of helping one very special person: Himself. Clay actually got his MD back in '76 and practiced for a few years, but he liked alcohol and gambling a bit too much to be respectable. Eventually, push came to shove, and he went into self-employment - unlicensed, of course.
Clay respects cash, not people. Pay him, and he'll give you a taste of his TexMex-style chili with grated cheese and extra meat, laugh at your jokes and play nice. Owe him money, and he'll be your worst nightmare - until payday. (And don't think he'll let you slip away before you've paid him.) Clay feels that people are bound by cash and obligations. He's fanatical about owing money, paying his debts as soon as possible. He hates using credit cards, and is wary around electronic cash. If it were up to him, he'd pay everything in greenbacks. He's also blessed with a cynical, worldweary streak and a bottomless ocean of insults he will level at everyone conveniently available for abuse. There's no underlying trauma or soft spot, he's just an asshole. If there's anything you want to call his "dream", it's opening his own restaurant, but beyond that? Cash for its own sake, just to have a nice retirement.
His primary skill is his medical expertise. He'll take what's left of you and patch it back together, but don't expect to like it - Clay's not exactly the paragon of bedside manners. He's also a pretty good cook, and he knows people who know people who steal cars. Nothing hot or fancy, but if you need a disposable ride, he can get you one.
Physically, Clayton is a man in his late 50s, and a bit portly, but he keeps himself in reasonable shape. He's not exactly very agile, but he can take a lickin', and beneath all the blubber there's a pair of surgeon's hands. He's balding quite rapidly, but too proud to wear a hairpiece. (For the same reason, he refuses to grow a beard, and is always clean-shaved.)
I just want to clarify whether I'm understanding things right or am totally confused:
Soon, when the players are all available, the existing characters will have another campaign arc (using the Spycraft rules) that should rap up the campaign with a big bang. This will probably be set in (Asia?).
Sometime in the (distant?) future, after the existing campaign has concluded, there will be a new campaign with new characters. This campaign will use the Savage Worlds rules and be set in Las Vegas.
